The UK and US have forged a landmark trade agreement that will guarantee zero import taxes on British drug products entering the US market.

Agreement Details of the Accord

In exchange for the tariff guarantee, the UK has pledged to raise spending on medicines through the public health system. This commitment secures that duties on these crucial goods will stay at zero for a period of 36 months.

This deal comes after previous statements to significantly raise tariffs on patented drug products, with potential rates mentioned up to one hundred percent.

"This arrangement between the United Kingdom strengthens the international landscape for new treatments and introduces much-needed fairness to American-British pharmaceutical trade," a release said.

Economic Impact

Medicines are one of the the United Kingdom's biggest exports to the US, which is clearly the primary buyer for large companies like GSK and AstraZeneca.

Export figures show that in the year prior to the third quarter, the UK exported pharmaceutical products worth £11.1bn to the US. This figure represented nearly one-fifth of total UK exports in that period.

"This guarantee safeguards jobs, stimulates investment and sets the stage for the UK to establish itself as a global hub for biotech and pharma," the Business and Trade Secretary commented.

Detailed UK Commitments

The agreement entails several specific pledges from the United Kingdom:

  • Price Threshold Increase: The UK will increase the price threshold at which it deems new treatments to be too expensive by a quarter.
  • Higher Drug Budget: There is a target to double total NHS spending on drugs from 0.3% of Gross Domestic Product to 0.6% over the coming ten years.
  • Rebate Cap: The sum pharmaceutical firms must refund to the NHS to prevent overspending will be restricted at fifteen percent. Last year, rebates topped 20%.

Broader Context

The pact follows a ongoing row between the drug companies and the British authorities over drug pricing and regulatory access.

These tensions were heightened by arguments that American consumers were charged several times more for the equivalent treatments than consumers in the Britain and the EU.

Recently, several major pharmaceutical investments in the UK have been paused or abandoned, while substantial investments have been directed toward projects in the United States.

One official publicly accepted that the NHS needed to invest a greater share on medicines, noting that its budget allocation on drugs had declined as a proportion of its overall budget over the past decade.
