Congressional Republicans Back Trump's Call to Replace Affordable Care Act

US lawmakers are working through the weekend for the initial time since the federal closure began more than a month ago, but expectations for a cross-party deal on how to resolve the impasse appeared to diminish as GOP senators proposed a proposal unacceptable to Democrats: scrapping the ACA, known as Obamacare.

Deepening Impact of Federal Closure

The impact on US citizens from the lengthiest shutdown of the federal government in history worsened on Saturday, as federal workers went without pay, airlines were forced to cancel flights and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.

Trump's Plan from Golf Course

As Saturday's meeting got under way, Republican senators welcomed a suggestion made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be replaced by HSA-style accounts.

"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.

Republican Endorsement

Multiple Republican senators welcomed the plan, which is similar to a alternative for Obamacare proposed in 2017.

"We're going to replace this failing program with something that is truly better for the patient," one senator said.

Another senator praised Trump's suggestion on online platforms, and displayed a giant blow-up of Trump's post as he spoke on the Senate floor.

"I'm writing the bill right now," a third senator wrote in response to Trump's suggestion. "We must stop taxpayer money from going to carriers and instead give it straight to Americans in HSA-style accounts and let them buy the medical coverage they want."

Opposition Response

Opposition lawmakers shared concerned reactions to Trump's plan.

"Essentially, Donald Trump's 'concept of a plan' for health care is another cynical attempt to eliminate Obamacare," one Democratic senator commented. "This is the same unsuccessful Republican plan that's been defeated by voters and Congress."

Another lawmaker reacted to the criticism of insurance companies by writing: "Well, Trump and the Republicans dislike how the large insurance companies are ripping-off Americans. Really? In that case I applaud your support for Medicare for All."

Continuing Talks

The Senate went into recess without reaching a resolution, but Senate Republican leaders have signaled an openness to an developing proposal from a handful of moderate Democrats to end the shutdown in exchange for a later vote on the Obamacare payments.

One Democratic senator, who is leading the negotiations among centrists, said that Democrats "require another way ahead" after Republicans turned down an proposal to restart the government and extend the payments for a year.

Another leading Democratic lawmaker continued in arguing that Republicans should accept a one-year extension of the subsidies before discussing the future of the tax credits.

"Doing nothing is derelict because people will go bankrupt, people will lose insurance, people will get sicker," the senator stated in a floor speech. "That's what will happen if this Congress fails to act."

Partisan Dynamics

None of the Republican senators seemed to address the fact that consumers would still need to buy coverage from the same insurance companies, or that Republican lawmakers need the support of several Democrats to reopen the government, and the concept of repealing and substituting Obamacare with HSAs is unlikely to earn a single Democratic vote.

Several observers suggested that the core of such a proposal would eliminate the ACA's requirement that insurance companies cover individuals with existing health issues.

After his golf outing, Trump went back to his private club and reiterated on his demand that Republicans stop seeking agreement and try instead to repeal and overhaul Obamacare with a version of the plan that was unsuccessful to secure enough backing in 2017.
